The challenge of effective project management lies not only in the management of a project, but also the change caused by the project. It is this more complex task of managing change that is one of the factors that differentiates project management from the routine work of management in an organisation. Anderson et al. (Goal Directed Project Management, 1991) refer to general management in terms of the ‘steady state’, that is, the operating or headquarters function. Managing the steady state, they maintain, is a relatively simple task compared to managing a project.
